Create a starter environment.yml
Usage
blossom environment:init [--force]

Examples:
blossom environment:init
Creates a starter environment.yml file by default.
The starter includes image_repo, which is where Blossom pushes built
container images for the environment.
Edit the file, then create the environment:
blossom environment:create --data environment.yml
