Update environment deploy hooks

Usage

blossom environment:deploy_hooks:update --id ID [--data DATA]

Save Release Phase settings for the next Deploy:

blossom environment:deploy_hooks:update --id environment-100 --data deploy_hooks.yml

deploy_hooks.yml:

    timeout_seconds: 900

timeout_seconds is optional: an integer from 1 through 3600, default 900. It limits Release Phase execution, not Build or the entire deployment. An execution timeout fails the deployment and records a timed-out Job Run without an application exit code. The serving Release stays available.
