blossom capacity:limit_request:create [--units UNITS] [--location LOCATION] [--locations LOCATIONS] --reason REASON

Flag	Description
`--units`	The new limit in capacity units (2 vCPU / 4 GB each), above today’s
`--location`	Location id for a capacity-ceiling request; requires –units
`--locations`	New saved Location count; mutually exclusive with –location and –units
`--reason (required)`	What will run: the Apps or Services that need the room
