Create a starter backup.yml
Usage
blossom backup:init [--force]

Examples:
blossom backup:init
blossom backup:create --data backup.yml
Creates a starter backup.yml file.
Edit the file with backup.database_instance_id or backup.cache_instance_id, then pass it to
backup:create with --data.
